  Recently, CCTV’s grassroots governance big data platform was officially launched. The platform is an active measure for mainstream media to implement the central government’s request to strengthen the governance of complaint sources, build a new pattern of grass-roots governance system and modernization of governance capacity, and has practical significance for promoting the goal of "obviously improving the level of social governance, especially grass-roots governance" during the 14 th Five-Year Plan period.

  According to the person in charge of the Big Data Research Institute of CCTV, the big data platform for grass-roots governance implements the development idea of "people-centered", and through establishing direct contact with 90% of the families in the area under its jurisdiction, the "last meter" of government services is completely opened up, providing strong support for grass-roots social governance, micro-power supervision, mass prevention and control of the whole people, local public opinion monitoring, data collection of people’s livelihood, party and village affairs construction, rural revitalization service and other aspects. Considering the realistic characteristics of the great difference between urban and rural areas and the heavy burden on the grassroots, and in order to take care of the fact that the cognitive ability of the masses is uneven and the cultural level of village (community) cadres is different, we use the interactive forms such as WeChat group and applet that everyone is used to to to connect with and serve the masses. Through SaaS services, the government does not need to invest in software and hardware construction, and it can achieve one-day deployment, one-week activation and one-month effect. It is reported that the platform has been popularized and applied in Hunan and Sichuan, and as the top project of the municipal party committee secretary, it has achieved four-level coverage of cities, counties, towns and villages.
