On October 13th, Guangzhou Public Security Bureau, Guangzhou Postal Administration and other departments jointly issued the Notice on Promoting the Acceptance and Delivery of Express Mail in real-name registration system, and the real-name acceptance and delivery information system for mail and express mail will be fully implemented in Guangzhou from now on. At present, the city’s real-name delivery rate has reached 70%, and strive to reach the goal of 100% real-name rate by the end of this year.
How do citizens receive and send mail and express mail after real-name registration system? Taking the case of sending a package from the above door as an example, the courier brother of Shun× demonstrated the whole process of collecting the package. After receiving the customer’s mailing phone, the courier brother holds a gun (a terminal device similar to the shape of a mobile phone). First, he scans the QR code of the courier waybill to generate the information of the electronic waybill. Then, just like the previous courier delivery, he fills in and enters the names, telephone numbers, addresses and other information of the receiver and sender on the electronic waybill. If the customer brings the original ID card, the courier brother will directly put the ID card near Ba Gun, and use its NFC (Near Field Communication) function to read the ID card. What if the customer forgets his ID card? There is another way to complete real-name authentication. First of all, before sending the mail, customers should download a real-name delivery application platform client launched by the State Post Bureau on their mobile phones. This real-name delivery platform is called Anyi Delivery, which can be downloaded from the official website of the State Post Bureau or the APP application market. After the "Anyi Pass" is installed on the mobile phone, the real-name QR code can be generated.
If you don’t have your ID card, can you just report your ID number? The courier brother said that either show the original ID card or show the real-name QR code, and the ID number can’t be verified.
It is understood that since mid-July this year, the Municipal Postal Administration and the Municipal Public Security Bureau and other departments have launched the promotion and application of the real-name receiving and sending information system "Anyidi" in an all-round way, and the real-name delivery rate in the city has steadily increased. The Notice stipulates that the collected sender information will be uploaded to the corporate headquarters and the State Post Bureau in the form of shielding encryption, and will not be retained or stored in the collection equipment. If the sender’s information is leaked or sold, the legal responsibility of the relevant personnel will be seriously investigated, and if the case constitutes a crime, the criminal responsibility will be investigated according to law.
Peng Guoan, political commissar of the internal security detachment of Guangzhou Public Security Bureau, said that when the courier brother took the package, he could not see the complete name and ID number on the terminal equipment. If the real-name QR code was used, a new QR code would be automatically generated every time he opened it, and the courier brother could not see the QR code information after scanning with the terminal equipment. At the same time, the sender’s personal information will be directly uploaded to the background of the State Post Bureau and docked with the background of the Ministry of Public Security, so there is no information leakage.
The Circular also stipulates that relevant functional departments will investigate the responsibility of delivery enterprises that do not implement the real-name acceptance and delivery system in accordance with relevant laws and regulations.
