Changchun: Fully resume urban bus operations, resume passenger line operations in an orderly manner, and increase the deployment of taxis

  According to the "Changchun Release" WeChat official account citing the news of Changchun’s special class for the resumption of work and production of the transportation and logistics industry, in order to restore the order of production and life in an orderly manner and facilitate the travel of the general public, the special class for the resumption of work and production of the transportation and logistics industry in Changchun has decided to further resume the passenger transportation service in Changchun from now on. The relevant matters are hereby notified as follows:

  I. Further restoration of passenger transportation services

  (1) Fully resume urban bus operations. On the basis of the 175 bus lines that have been opened in the main urban area, 62 suburban bus operations will be resumed. The bus lines in the main urban area have a peak bus interval of not less than 15 minutes, and a peak bus interval of not less than 20 minutes. According to the actual situation of passenger flow, the transportation capacity will be reasonably arranged to meet the travel needs of the masses.

  (2) Resume passenger line operations in an orderly manner. Resume passenger line services between Changchun City, Siping City, Songyuan City, and Meihekou City. Passenger lines to other cities (prefectures) will be opened immediately if conditions are met. Citizens can check the schedule information and buy tickets online through the WeChat official account "Travel 365".

  (3) Increase the deployment of taxis. Cruise taxis will increase from 1,000 to 5,000, and continue to implement telephone or online car-hailing. Citizens can call the 95128 e-hailing platform to book a car, or use the UnionPay Cloud QuickPass APP, WeChat Mini Program "Taxi Travel", "Smart Changchun" and WeChat official account "Taxi Travel Technology" to book a car online.

  Strictly implement epidemic prevention and control measures

  (1) Implement the main responsibility of the enterprise. All operating enterprises should strictly implement the requirements of epidemic prevention and control, in accordance with the Ministry of Transport’s "Guidelines for the prevention and control of COVID-19 epidemic in passenger stations and transportation vehicles (seventh edition) " and the Jilin Provincial Transportation Department’s "Jilin Provincial Road Transport Industry Resumption Work Plan", "Transportation Industry Resumption Work Manual and Flow Chart" and Changchun Transportation Bureau’s "Changchun Transportation Industry Key Populations COVID-19 epidemic prevention and control operation manual" requirements, the stations, vehicles, all kinds of facilities and equipment and offices are fully disinfected, and employees’ nucleic acid testing, antigen detection, body temperature monitoring and personal protection are strictly done.

  (2) Do a good job in passenger epidemic prevention measures. The majority of passengers should consciously abide by the relevant regulations on epidemic prevention and control, do a comprehensive job of personal protection, take the initiative to cooperate with scanning codes and temperature measurement, and wear N95 masks throughout the process during entering the station and riding. Keep a safe distance from other passengers when waiting and riding, and try to avoid talking to others, drinking water, and eating. Try to use online payment to reduce unnecessary contact. "Red and yellow code" personnel are prohibited from taking public transportation.

  III. Do a good job in safety production

  All operating enterprises should inspect and maintain the vehicle steering, braking, tires, seat belts, safety hammers, emergency doors, fire extinguishers, etc. in advance to ensure that the vehicle meets the operating requirements. Strictly implement various regulations on safety production, strengthen dynamic supervision, and eliminate violations such as speeding and fatigue driving.
