When talking about the drafting of the national equipment plan for 2011 -2020, popovkin said that the future plan aims to eliminate the imbalance between military maintenance expenses and equipment expenses in the military expenditure structure. By 2011, the proportion of the two will reach the same level, that is, 50% each. By 2015, the ratio of the two will become 30% to 70%, that is to say, 70% of military expenditure will be used to buy new sophisticated weapons.
Popovkin said that the amount of defense procurement in 2009 -2011 will reach 1.5 trillion rubles (about 42 billion US dollars) and will not be cut. This seems to be a huge number, but the amount set last year has been greatly reduced by inflation (the inflation rate in 2008 was 10%-11%). Inflation is still rising, and according to the most conservative estimate, it will reach 15% by the end of this year. Considering this factor, it is hard to think that the allocation for arms procurement for three years has not been cut.
Fortunately, a real large sum of money will finally be invested in the military sector. Now, it is crucial to ensure that the money can reach the "end users"-weapons and equipment producers. China has always had many problems in this respect, although it has been trying to reverse this unfavorable situation.
Although popovkin vowed that 15% of defense orders in 2009 had been paid in advance to military enterprises, according to the information held by this newspaper, some military enterprises have not received the payment delivered in the third quarter of 2008.
According to popovkin, the Air Force will buy 50 new fighters in 2009. This figure is not questioned, and it is easy to allocate by model. The 24 MIG -29CM T returned by Algeria will account for half of the order. There are also eight Su -27CM fighters, which are new fighters upgraded according to the 2007 contract. 6-8 upgraded Su -25CH fighter planes and 10-12 upgraded Su -24M 2 frontline bombers. Only two Su -3 4 bombers are completely new and are scheduled to be delivered this year.
